An enrolled member of the Blackfeet Nation of Montana and a descendent of the Wichita Tribe of Oklahoma, Walter’s career in law enforcement included 18 years with the Federal Bureau of Investigation as a Special Agent until 2000, when named Deputy Director of the Bureau of Indian Affairs, Office of Law Enforcement Services. In response to the attacks of 9/11, the Department of the Interior named him Senior Advisor to the Director, Department of the Interior – Office of Law Enforcement and Security, where he served to ensure protection of the Nation’s dams, monuments and icons.
He retired from Federal service in 2005 and founded Lamar Associates, a company focused on the safety and security of Indian Country. In 2015-16, he served as a Senior Advisor to the Director Pentagon Force Protection Agency, and in that capacity worked with agency managers to ensure protection of the Pentagon.
In 1995, he was twice presented the FBI Shield of Bravery for actions taken in the immediate aftermath of the Oklahoma City Federal Building bombing and the second for exhibition of bravery while engaged in a running gun battle with an armed felon. In 1998, he was named “American Indian of the Year,” by the Anadarko American Indian Exposition governing board. In 2008, he was named Distinguished Alumni, Southwestern Oklahoma State University. In 2012, he was named the American Indian Business Owner of the Year by the National Center for American Indian Enterprise Development.
